Sometimes when one parent isn't involved in a child's life, a step-parent fills that role. Often that step-parent may want to adopt the child. This allows the step-parent to have the full rights of a parent for all purposes; allows the child to change their name, if desired, to the name of their mother and father; and prevents the non-involved biological parent from attempting to force their way into the child's life down the road.
